is 300 jelqs mon -wed- fri a good starter plan? thats 3 times a week?

Start with less than that, like 150 during the first week. Then add 50 weekly. Why? To give the tissue time to get adjusted to the jelqs, to prevent injuries. You might want to add some stretches too, they boost the effect of jelqs lengthwise. And of course: remember to warmup and warmdown.
