I tried PE before and did not gain anything, now I want to try a stretching-only routine for a while.
How many days a week should I stretch, and how long should I stretch for?

You are the only judge of how many days a week you stretch. If you start to have fewer or less hard erections, that is a definite result of over doing it. Personally, I do jelqing and stretching one day, the next day only stretching, then a rest day. Then I start over with jelqing and stretching. I would suggest that whatever routing you settle on, try doing 60 second stretches rather than 30. You will find yourself focusing in better on the stretch, and you can intensify it a little more at a time.

You are less likely to gain from stretching alone. You are more likely to see only flaccid length gains this way. Are you planning on incorporating Fowfers into your stretching-only routine Captain Obvious?

Do a girth routine. Usually length comes with it. Girth is usually harder to get and most of the exercises work length and girth.

With the advice I've received in this thread I'll go with a jelqing and stretching routine instead. Thanks guys

What's what? Fowfers? It's when you stretch your penis behind one of your legs or crotch and then carefully sit on it so that you are maintaining the stretch when you take your hands away. You can then just sit there watching TV, working on your computer, etc. while holding a stretch for as long as you want. Generally you would release the stretch every fifteen minutes or so and do a few helishakes keep blood flowing down there. After the helishakes you can do another Fowfer.
