How does one go about converting a .wav file to a .mp3 file.

Does one need a special program to do so?

It took 3 tries though.

1st time it sounded like alien communication.

2nd time it would only convert the first 1/3rd of the file.

3rd time (Wave to MP3 Encoder) worked just right.
