you probably have nerve damage. There is a nerve which runs on the top of the shaft and it can be damaged from jelqs. What you need to do is to make sure you don't grip too tightly the top of your shaft when you jelq. You can provide a grip primarily on the sides of tthe shaft and it will still do the job of a jelqw - that is, it will move blood to a poit in the shaft.

As for treatment, I read that a guy fixed penile nerve damage through acupuncture. I'd be embarrassed going to a doc and saying I fucked up my penis nerves, because a doctor would have to ask "why" for diagnosis, and then you have to say something that will make sense..
