What would everyone recommend as the best PE for Girth that gives the best results?

Holds & Dry Jelqs seem to be the most effective.

I think Rummy touched on the most important thing -- a good routine and consistency. For me, girth gains are hard to realize. Doing more of the girth-focused exercises only overworks my dick. In fact, I find that it's really easy to overdo girth exercises like holds and dry jelqs.
Rather than stall your gains because you've got an overtrained dick, I suggest sticking to an all-around good routine for the long haul. Make sure you do it consistently, and make sure you use plenty of warmup/warmdown heat to keep the flesh loose.
It may be a matter of time before you see gains, but it will be worth it when they come. I think working out lightly 5 days a week is better for me than drilling it 3 days a week. You'll have to find out what works best for you. Some here at CC have made extraordinary gains in girth really quickly -- check out K-Man's diary. We're all different.
Do the beginner's routine for 3 days a week for 2 weeks, then try doing it M-T-Th-F. If that's too much go back down to 3 days a week. You'll find after a fcouple months that you can add new exercises like dry jelqs. Then after a couple more you can add some holds.
Again, you may be less sensitive than I am and thus you can add new exercises sooner. Stick with it though, and welcome to CC!!
