Theres this incredibly hot girl (who we'll call Ralph) who ive known since i was really little (our mums were best mates) but we were never too close. Id say we saw each other in spurts. About once every 2 weeks for about 2 months. Maybe 1 spurt each year.

If I understand you, You're not looking for a steady relationship, right? The fact that she's not necessarily 'better' than the next girl cuz you don't know her doesn't justify you not dating her... the 'next girl' wouldn't be necessarily any better than her once you put it into this context, you don't really know any of them anyway.
