It means hes a busybody, someone who interferes when its none of their business. I havent really gotten that vibe from Hugh, but I think most of these are tongue in cheek anyway.

Im a tad impartial to mine. I can take it either way, and now ive decided to take it as a compliment that im doing the student world justice.
